Hi Yolande Cremer,

I have suddenly realised that it was Neil, at a meeting I had with him some three weeks ago, who named the programme. It may, clearly, not be the name known in any part of an organisation that you are searching through for status details. Sorry about that, but Neil has left the apartment he shared and I am unaware of his current whereabouts. All I know is that he is seriously ill, and maybe even terminally so. Dr George Pollard (copied on the email) may have some relevant information.

The draft programme that I have outlined was developed after conversations I had with Neil. Also, Brenda Gaitens, of Algonquin College, Continuing Education, (727-4723 ext 5722) may have some information, since I know that Neil was in contact with her, or others within her department.

Hello Mr Munter,

I spoke with your assistant, whose name I unfortunately forgot to ask for, about the Life Assistance programme that I have become embroiled with.

Neil Russell, who introduced me as the technical staffer, has become seriously ill and the project may fail if I cannot find the people who can kickstart it. I thought I should provide a brief outline so that your assistant has some data to use.

 Pilot Project: Life Assistance Programme

Framework originally proposed by JUST Advocacy Group (Neil Russell)

Object: To provide computer based lifeskills education to a disadvantaged group of people, namely those currently incapable of obtaining gainful employment.
The ultimate goal is for the student to gain a GED.

Programme:
A1. Pilot programme contains 25 individuals.
A2. Duration: 1 year.
A3. Students are referred to the programme by Social Services/Workfare, etc., from among those who are isolated, eg., new immigrant, disabled (child or parent), no access to daycare, language and reading problems.

B1. Computers (27), range of software, website hosting (lifeassistance.ca is currently available).
B2. Online workshops and printed material based on courses given at Algonquin College Continuing Education.
B3. Courses will include shopping, budgeting, cooking and parenting.
B4. Courses will be multilingual where necessary, eg. Russian & English; French & English, associated with ESL studies.
B5. Remedial reading as required, provided through ABC Canada.

Funding:
C1. Majority of funding provided by Province and by Workfare. It is understood that some $600,000 has already been earmarked for this project.  
C2. Computers to be supplied, possibly from a government computer retrieval programme.
C3. Financial probity to be maintained by using the United Way as gobetween.

Staffing:
D1. Instructor(s).
D2. Translator (or service).
D3. Computer Technician (hardware, software, website).
D4. Examiner(s), possibly Algonquin College staff.
